The State Committee on Property Issues (SCPI) of the Republic of Azerbaijan was established with the decree of the President of the Republic of Azerbaijan dated May 19, 2014. The “Statue on The State Committee on Property Issues”, structure of the comittee and the list of the subordinated organisations were approved with the decree of the President of the Republic of Azerbaijan dated June 24, 2009.
The Central Office of the Committee, the State Service for Registration of Real Estate, Auctions Center for Organisation of Auctions and regional divisions are included to the structure of SCPI. Real Estate Cadastre and Technical Inventory Center, Information Technology and Information Management Center, regional offices of the State Service for Registration of Real Estate, Production and Management Center of Service Enterprises operate under the SCPI. The Central Office of SCPI includes 15 structural divisions.The State Committee on Property Issues of the Republic of Azerbaijan is the central executive body implementing state policy and regulation on real estate management and its privatisation, involving investments and conducting state registration and cadastre of real estate in the Republic of Azerbaijan.
The directions of the action of the committee isconsist of management of state property, its privatisation, involving investments and participating in formulation of public policy of state registration of property rights for real estate and ensuring implementation of this policy. As well as the SCPI has a duty of managing state property located in the territory of the Republic of Azerbaijan and in foreign countries as defined by law and issuing orders on this property, taking necessary measures aimed at increasing efficiency of the management of state property, and implementing privatisation of state property, including state apartment fund and lands. In Addition, the committee conducts registration of state property and its agreed acts, organises inventory of state property, ensures involving of investments into state enterprises declared open for privatisation, as well as takes measures in the field of preparation of to be privatized state enterprises and their rehabilitation.
In addition, the committee supports development of privatized enterprises and ensures implementation of necessary measures in the field of stimulation of their activity, ensures control over investments made by the new owner of privatised state enterprises.The State Committee on Property Issues compiles and conducts the state registration of real estate, implements state registration of property and other rights on real estate, ensures conducting unique cadastre of real estate and issuing addresses to real estate objects, conducting necessary inventory measures for registration of property and other rights on real estate and compiling relative technical documents, drawing up plan and measure of land lots as defined by law, as well as organises evaluation of real estate, including constructed facilities, buildings, installations, dwelling and non-dwelling areas, individual dwelling houses and cottages, enterprises as considered by law.
