State Committee for Refugees and IDPS

According to the Decree of the Supreme body Presidium of Azerbaijan SSR of September 19, 1989 with the aim of solving the questions, connected with reception, accommodation and life conditions of the persons, compelled to leave their inhabitancy places, and for coordinating the activity of soviet, economic, administrative and public organizations of the Republic in this sphere, the committee named "The State committee of Azerbaijan SSR for work with the people, compelled to leave their inhabitancy places was founded.

In connection with the Law of Azerbaijan Republic "On the status of IDPs and the refugees" adopted in 1992, in order to conform the name of the Committee to the requirements of the above-mentioned Law, due to the Decree of the President of the Republic of Azerbaijan no, 396 dated January, 5, 1993 "The State committee of Azerbaijan SSR on work with the people, compelled to leave their inhabitancy places" was renamed as "The State Committee for refugee and IDP issues of the Republic of Azerbaijan.”

The main goals of the Committee

According to the Regulation, approved by the Decree of the President № 187 of Azerbaijan Republic from February, 1st, 2005, the primary goals of Committee are the temporary settlement, repatriation and social protection of the refugees, the compelled immigrants and the persons, measured to receive the status of the refugee (looking for refuge), improvement of their social and domestic conditions in the territories released from occupation, conferring the status of "refugee" or " the compelled immigrant", in order and on the basis of established by the legislation of Azerbaijan Republic, delivery of the document (certificate) to them, confirming this status, and deprivation of such persons of this status, finishing, through corresponding enforcement authorities, up to the international and local public of the facts of mass infringement of the rights of refugees and the compelled immigrants, conducting the account of refugees and the compelled immigrants in places of their accommodation, the organization of creation of uniform information base about them, conducting purposeful work with corresponding state bodies, the international and nongovernmental organizations with the purpose of realization of various measures on rehabilitation and redintegration refugees and the compelled immigrants, increase of employment and reduction of poverty in places of their time accommodation and during repatriation, creation of conditions for returning refugees and the compelled immigrants in the residences which forcedly have been left by them, conducting works on construction and repair of housing and social objects for them, participation in formation and maintenance of realization of a state policy in sphere of maintenance of building objects with corresponding design estimates and the decision of other problems.

The rights of the Committee

The rights of the Committee are making offers to related state bodies in order to solve the problems of refugees, IDPs and the persons, intending to receive refugee status (looking for asylum), raising corresponding questions before them, taking the necessary measures on migration of these persons together with the state and nongovernmental organizations, developing and representing legislative acts, concerning the Committee authorities to corresponding state bodies , controlling the delivery of grants for the food expenses of IDPs, developing instructions, rules and other normative documents due to the order, established by the legislation development approving them in coordination with corresponding bodies, receiving grants and benefits from foreign and local legal and physical persons.
