Executive power of Kalbajar region

Karvachar is the administrative center of Kalbajar District of Azerbaijan; but the city along with the associated rayon is under the control of the unrecognized Nagorno-Karabakh Republic after it was captured by Armenian forces during the Battle of Kalbajar, near the end of the Nagorno-
Karabakh War.Kalbajar is an Old Turkic name meaning Castle on the mouth of the river.The entire region is now under the control of Armenian forces who call the western half Karvajar. The eastern half is part of Nagorno-Karabakh, making up part of the province of Martakert The Azeri population of Kalbajar were displaced by the fighting and currently live as internally displaced persons in other regions of Azerbaijan.
