Ministry of Internal Affairs of the Republic of Azerbaijan

The Ministry of Internal Affairs of the Republic of Azerbaijan (MIA) is the central executive agency responsible for public security, prevention and exposure of criminal offences in the Republic of Azerbaijan within the framework of authorities provided by the national legislation.The Ministry is headed by the Minister of Internal Affairs of the Republic of Azerbaijan appointed and discharged by the President of the Republic of Azerbaijan.The Minister manages activities of his office on an individual responsibility principle by supervising both the police units and the Internal Troops. The Board of the Ministry of Internal Affairs is an advisory body comprising high-ranking managerial personnel. The Board is chaired by the Minister with the members appointed from among heads of various ministerial services following nomination by the Minister and subject to the President’s approval.In 1992 the Republic of Azerbaijan acceded the International Criminal Police Organization (Interpol) with the National Central Bureau (NCB) of Interpol established within the Ministry of Internal Affairs on November 24, 1992. With a view to providing units of the Ministry of Internal Affairs with experts of university-level education, the Police Academy was established at the Ministry of Internal Affairs of Azerbaijan on the basis of the N.Rzayev Special Police College pursuant to the Presidential Decree of May 23, 1992 and the Order by the Cabinet of Ministers of June 9, 1992.The Regulatins and institutional structure of the Ministry of Internal Affiars wa approved by the Presidential decree June 30, 2001. Following the Presidential decree June 30, 2004, the Department of Internal Security was established at the Ministry with a view to conducting corporate control over the MIA services, prevention of activities incompatible with the police service, exposure of corrupt officers and facts conductive to corruption.In compliance of the National Action Plan for Combating Human Traffic in the Republic of Azerbaijan (enacted pursuant to the Presidential Decree of May 6, 2004) the Department on Human Traffic was established within the Main Organized Crime Department of the MIA.
